The place is the coldest place on Earth?

Earth can get very chilly. From the South Pole to the Arctic Circle, excessive chilly temperatures can plummet to bone chilling ranges. However what are the coldest temperatures ever recorded? And what are the coldest cities, or the coldest completely inhabited components of Earth? 

Basically, Earth’s common temperature varies from minus 13 levels Fahrenheit (minus 25 levels Celsius) to 113 F (45 C). Compared, daylight temperatures on Mercury soar to 800 F (430 C) whereas at night time, they plummet to minus 290 F (minus 180 C).
